Why am I still on report?

Because this is making you uncomfortable, someone in authority should help you. First, if you have a guidance counselor, talk to that person. Explain how you feel and tell what you would like to have happen in order to resolve the situation. Another choice is a sympathetic teacher. He/she can talk to someone in the administration for you. The third choice is to talk it over with your parents and ask them to discuss the matter with school officials. They will have the power to talk to the principal and other school officials and get things changed. You should not be singled out because of a reading disability, nor should you be made to feel uncomfortable over something which involved no action on your part and is not your fault.
